The Scout Association have announced that Scouting across England has moved from AMBER to GREEN readiness level.
As part of UK Scouting’s Getting Back Together Safely framework this page helps parents, supporters, members, young people and volunteers understand the plans we have in place to ensure everyone returns to Scouting safely. Youth work is considered by the UK Government to be similar to the Education Sector, therefore some rules for the public don't apply to Scouting and Youth Group Activities. So please don't confused if you see groups of young people meeting with our fantastic volunteers in your local community, having a great time, working together and supporting each other.

This phased return to Scouting will see groups of young people outdoors with their fantastic Adult volunteers, having a great time whilst supporting each other. Please remember that as a youth organisation, Scouting is recognised as being similar to the education sector, where current Government Rules for the public don't apply.

- A high temperature (above 37.8C)
- A new persistent cough
- Loss or change in normal sense of smell
- Shortness of breath, sore throat or generally feeling unwell.

Before Attending Face-To-Face Cub Pack Nights:
- All attendees will be previously signed up to agree with the requirements of the Risk Assessment
- STAY AWAY - if you, anybody in your household or anybody you’ve been in recent contact in the past 14 days are showing COVID symptoms
- STAY AWAY - if you if you, anybody in your household or anybody you’ve been in recent contact in the past 14 days are isolating or should be isolating
- Be aware of which Pack Meeting “bubble” you’re attending on each Pack Night either in the Narthex or the Church bubbles – Akela will provide prior notification of this
- Let Akela know at least a week before if you require the attendance of a 1-to-1 carer
- Let Akela know if you require a link to a “blended” Zoom meeting if you are unable to attend
- Before attending ensure you are fed, watered & toiletted
- Bring own drink bottle (church kitchen is out of bounds) but avoid bringing food of any kind
- Dress for cooler conditions because meeting room will be ventilated with some doors & windows left open
When Attending Pack Nights:
- Pack Nights will now start at 7pm and end at 8:30pm to allow Leaders to take extra steps making safe, cleaning & preparing the meeting room/s beforehand
- The Cub Pack will be split into two groups (“bubbles”) meeting at the same time in two places within the Church building
- If attending the Narthex bubble meeting, entrance is through the normal doors at top of church drive
- If attending Church bubble meeting, entry is via doors half way up church drive
- ONLY meeting attendees (Cubs, Leaders/helpers) are allowed inside building
- If arriving by car, please wait in/by car until called inside by a Leader who will be standing outside your entrance
- If arriving on foot, please wait outside your entrance, socially distanced
- Admission is by the Leader on the door greeting attendees
- Over 16s actually attending meetings to scan QR Code on entrance door if using NHS Track & Trace App
- Entry is conditional upon passing precautionary body temperature screening at the door
- Hand gel to be used upon entry
- Please be aware that Church cloakroom, kitchen, ladies & disabled toilets are out of bounds (use of disabled toilet can be granted by prior arrangement)
- Narthex bubble attendees will use male toilet on a one out/one in basis
- Church toilet in use bottom of stairs on one out/one in basis
- Avoid touching anything unnecessarily on way in & out and during meetings - everything we touch has to be deep cleaned by the Leaders
- Attendees aged over 16 years must wear masks and gloves & visors if necessary unless the running an activity means this is not possible
- Attendees to maintain social distancing wherever possible
- Frequent use of hand gel will be encouraged especially after visiting toilet and touching face which should be avoided
- Shared use of equipment to be avoided unless sanitised before swapping
- Any attendee appearing symptomatic - If a Leader will leave immediately - if a Young Person, will be isolated in Youth Room right at bottom of church stairs which will be well ventilated, parents will be called to collect from fire door around front of church down boiler room steps. Attendee & household will be advised to self-isolate and seek COVID tes

Framework
The Scout Association follows recommendations from the National Youth Agency (NYA) who, in June 2020, released information detailing how youth sector organisations can safely return to fact-to-face services as COVID-19 Diminishes.
The detailed Scouts “Getting Back Together Safely” framework can be found on the The Scouts website here. In order for the group to implement any plans our detailed plans and risk assessments have to be approved by the Group Executive Committee and the District Executive Committee at each readiness level change as detailed below.
The Scouts framework outlines a set of principles aligned to keeping it simple & safe. This aids the groups decisions during the transition back to Scouting.

The readiness level is set by the government which includes a maximum group size. The group implements plans approved by the district. If it escalates our plans roll back.

Risk Assessments
As part of our restart process, we have had to put a number of guidelines into place. Please see below copies of our Risk Assessments, please be aware that these Risk Assessments must be followed at all times. It is important that all parents read through these Risk Assessments to ensure that you and your young person are happy to attend face-to-face meetings.

FAQ's
As questions are asked, we will populate the question and answers below to help parents, volunteers and young people know what is happening.
WHAT ARE THE SYMPTOPMS OF COVID-19?
Please visit https://www.nhs.uk/conditions/coronavirus-covid-19/ for the latest symptoms. Key symptoms are:
1) A new continuous cough;
2) A high temperature;
3) a loss or change to your sense of smell or taste.

What if I have a confirmed case of COVID-19
Please follow government guidance. Seek advice from NHS 111, self-isolate & arrange tests. Notify your section leader if a positive case has been found in a member who has attended a session.
Should Test and Trace ask for contact details, please provide the contact numbers for your Section Leader, or Steve Baker our Group Scout Leader.
Our Section Leader will notify people in attendance to watch for symptoms and follow government guidance.
Those who attended the face-to-face session will not attend face-to-face sessions for 14 days who attended.

How do we drop off?
As per the Groups risk assessment, there are instructions on dropping off and collecting. This will help us maintain social distancing. NO PARENT OR CARER, WILL BE ALLOWED TO ENTER THE BUILDING.
Will there be hand washing facilities
As part of our plans, all venues we will be meeting at will have hand sanitiser or hand washing facilities for everyone to clean their hands. We encourage all people to wash their hands at the start and end of the meeting plus key points through the session depending on what activity is taking place.
WHAT HYGINE PLANS ARE IN PLACE?
The COVID-19 Group Risk Assessment details the plans to keep equipment, venue and participants clean. This Risk Assessment and plan can be found here.
wHAT WILL HAPPEN IF WE MOVE BACK TO RED?
Should the readiness level return to RED, where we can only offer virtual sessions, we will return to zoom meetings.
What will happen If we move back to amber?
Should we return to Readiness Level AMBER, face-to-face Scouting will be able to continue (possibly with additional restrictions) and without any Residential Activities.
who approves the plan to return?
Sections cannot just start meeting face-to-face. The Group Scout Leader and Group Execuitive Committee have to approve the plans before submitting to the District Commissioner and the Restart Committee for review and approval. Only when approved at all stages can face-to-face sessions start.

We have been on holiday abroard, what should we do?
If you have just returned from holiday abroad please check the latest government advice as to whether you need to quarantine before returning to normal life and Scouting. The latest information and a list of exempt countries which do not require quarantine can be found here.
Does my young person need to wear a face covering?
It is recommended that any young person who attends Scouts, Explorers or is a young leader, or adult wears a face covering INDOORS.
Is my section restarting face-to-face?
Whilst Scouting has been given general approval to restart face-to-face sessions, the ultimate decision lies with each individual Section, and requires each Leader to be comfortable to run the sessions.
